2.1   P-06-1232 Stop the proliferation of intensive poultry units (IPUs) by legislating and introduce a moratorium until this can be achieved

The Committee considered the petition and agreed to write back to the Minister to request an update from the summit held at the Royal Welsh and ask when the consultation on the technical advice note on agricultural development will take place.

The Committee considered the petition and agreed to write to Powys County Council to ask:

·         how they consider the cumulative impact of Intensive Poultry Units in the planning process

·         for a response to the concern raised by the petitioner about lack of transparency when all information relating to application are not published; and,

·         whether an environmental survey has been undertaken to understand the impacts of the concentration of IPU’s in Powys.

2.2   P-06-1286 To ensure treatment and screening for cancer continues during COVID19

The Committee considered the petition and agreed that patients in Wales should be receiving equal treatment and screening, agreeing to write back to the Minister to seek any further views she has on this issue.

2.3   P-06-1289 Agree 105 day occupancy, not 182 days, to distinguish holiday let businesses from second homes

The Committee considered the petition and noted the concerns highlighted regarding some self-catering businesses struggling to meet the occupancy threshold. However, Members noted that the legislation is already in force and the issue has been debated on many occasions in the Senedd. The Minister has made her views clear and that it’s now a matter for local authorities. The Committee agreed that there was little further they could do and agreed to close the petition and thank the petitioner.

2.4   P-06-1290 Enable Welsh residents to access an NHS "Right to Choose" diagnosis pathway for ADHD

The Committee considered the petition and noted that this is an area being further explored by the Health and Social Care Committee as part of their mental health inquiry. The Committee therefore agreed to write to the Health and Social Care Committee to highlight the issues raised in the petition, close the petition and thank the petitioner for raising this issue.

2.5   P-06-1292 Make Welsh public sector organisations report scope 3 emissions and include them in net zero targets

The Committee considered the petition and agreed to write back to the Minister for Climate Change to ask:

 

The Committee also agreed to write to the Climate Change, Environment, and Infrastructure Committee to highlight this petition, in light of their work on Net Zero Wales.

2.6   P-06-1293 Provide funding for universal access to Fracture Liaison Services (FLS)

The Committee considered the petition and agreed to write back to the Minister to ask how Welsh Government standardise secondary fracture prevention across Wales, ensuring that all Health Boards prioritise commissioning of quality FLS, that are fully funded and resourced to meet the need of their population.

The Committee noted the petition and praised the petitioners dedication and bravery to campaign for improvements and raise awareness of this devastating and life limiting condition. Members agreed to write to Business Committee to request a debate in Plenary as soon as possible.

2.8   P-06-1295 Hold a public poll on the reduction of the default speed limit BEFORE it comes in to force

The Committee considered the petition and whilst members noted the petitioners personal frustrations, they noted that the legislation allows local authorities to amend the default 20mph national speed limit to reflect local circumstances. In light of this, members agreed to thank the petitioner, close the petition and suggest the petitioner now liaise with their local authority.

3.1   P-06-1163 Extend the postgraduate STEMM bursary to all MSc students in Wales

The Committee considered the petition and agreed to defer further consideration of the petition until the Chair of the Committee, Jack Sargeant MS, is present given his previous interest on this subject area.

3.2   P-06-1218 Notify all 18 year olds who have been under social care the right to request their personal information

The Committee considered the petition and agreed that given the fact that the Minister has written to all local authorities, and the heads of social services within those local authorities, reiterating the importance of transparency for those who are in care and their ability to access their private information from when they were in care, the committee agreed to thank the petitioner for highlighting this issue and closed the petition.

3.3   P-06-1228 Give secondary teachers a bonus for marking and standardizing summer 2021 official assessments

The Committee considered the petition and noted that the Minister’s response was clear that he does not intend to introduce payments, Members therefore agreed that there was little further they could do on this issue and agreed to thank the petitioner and close the petition. It was noted that this may be an area which individual Members may choose to continue highlighting.

3.4   P-06-1242 Improve Endometriosis Healthcare in Wales

The Committee considered the petition and agreed to write back to the Minister in order to ask the questions posed by the petitioner and Fair Treatment for Women, including the petitioner’s offer to work with them to inform future policy.

 

The Committee also agreed to write to the Health and Social Care Committee in order to ask if they have any plans to do any work on this subject area.

3.5   P-06-1262 Welsh Government to hold a public inquiry into decisions taken by them before & during the pandemic

The Committee considered the petition and noted that the First Minister has not changed his view on this issue. The Committee agreed that given the emotive subject of this petition, that they would leave this petition open and return to this petition in a years’ time.

The Committee considered the petition and agreed to write back to the Welsh Government in order to ask the follow up questions regarding capacity and timescales provided by the petitioner.

3.7   P-06-1271 Acquire the land from Network Rail on which ATR884 runs as a permissive path and arrange maintenance

The Committee considered the petition and noted that the petition’s call for the land to be acquired from network rail to develop a path is now progressing, with discussions and explorations of any legal issues and engagement with stakeholders also happening. The Committee therefore agreed to congratulate the petitioner and close the petition.

3.8   P-06-1272 Ban the use of 'no pet clauses' in tenancy agreements in Wales

The Committee considered the petition and agreed to write to the Local Government and Housing Committee to ask if the concerns raised in the petition can be considered as part of their inquiry into homelessness.

 

The Committee also agreed to write to the Minister, in order to highlight the concerns that those without a tenancy agreement are not afforded any protection, and to ask what steps Welsh Government plan to take to address this issue.

3.9   P-06-1274 Stop the removal of the Rapid Response Vehicle for Monmouth

The Committee considered the petition, noting that the Welsh Ambulance Service Trust is clear on the work that has been done in modelling the service within the resources available, and that whilst the petitioners challenge the data used for this work and highlight the risk of the loss of a Rapid Response Vehicle in Monmouthshire, there has been open communication, including a meeting. The Committee concluded that it was unclear what further action could be taken and agreed to close the petition.
